According to Wikipedia, Upcycling is "the process of converting waste materials or useless products into new materials or products of better quality or a higher environmental value."
So basically it means you take something you would normally throw away, and turn it into something new and useful.
Upcycling reduces the use of new resources, reducing the emission of greenhouse gases and the amount of money spent on new materials. This makes it great both for the environment AND the economy.
